Finance models for traffic management centres



This concept aims at identifying appropriate financial models for implementing, improving or upgrading a Traffic Management Centre. Traffic Management Centres require integrated state-of-the-art technologies usually housed in a bespoke operations centre. They also require day-to-day operation and maintenance.

It is envisaged that a potentially key method of financing the development and day-to-day operation of TMCs is through some form of public-private partnership. This enables the public sector to share the financial burden and risk with the private sector. PPPs have been employed within the transport sector, including TMCs, with varying levels of effectiveness throughout Europe. The effectiveness of PPPs and the way in which they function will be dependent on the political and financial regime in the country – or city – concerned.

Traditionally PPPs involve a public authority entering into a partnership with a consortium of financial institutions, consultants, engineers, technology suppliers, highway authorities and transport operators.
